No. It´s got double sense but they mean heroin, "brown sugar" is a kind of heroin which was very "fashion" in the early seventies: "Brown sugar, how comes you taste so good Brown sugar, just like a black girl should..." You know The Stones play a lot with meanings in their lyrics... Well, I´m discussing this on the phone with a friend now... He says it´s both about heroin and Mick Jagger´s love for black women.
