With the line, "Everybody Must Get Stoned," this song is often associated with smoking marijuana. It is really about trials of relationships with women. There's only the last line of each verse that you could take as a drug reference, and when you look at it in the context of the song I don't think it necessarily refers to drugs. He eventually hanged himself. Drugs are the scourge of our age and they're not cool to me. Old Fogey ? Maybe - but a live one.
