I don't think it's meant as "New York is more brutal than any other city", but more "Notice what humans have to endure and do to themselves and each other (example New York)"

And that 15th photo is most likely the last time Elvis could ever ride a bicycle through a neighborhood. Fame = the loss of life's smaller pleasures, which ground the larger ones.
