Interesting, I like this song but have never really thought about what it means. This may be way off, but as I read the lyrics I thought the man could represent the government or some form of controlling authority.

I believe it was a kindly written protest song referring to the Vietnam War and Nixon's government.

From what I can tell, the "man" who has come is the government who is taxing his work and telling him what to do. He wants to know where all that money is going. He notes ironically that the government can't even manage its own affairs, yet it seems to think that it can spend his money better than he can.--i found this explanation a while ago on another forum before i joined this one. I agree.
