Well a lot of times chord progressions are just results of formulas and old progressions used before them,

Melody and harmony gets into creative ground.

Tho sometimes an artist will come along and come up with a new progression, a new way of putting notes together.

So the 'why' most of the time is to build off an existing system, but sometimes it's to go against the system.

Now, there's no greater artistic merit in creating a new progression, coming up with progressions based on old theories requires a lot of talent and skill, especially if you pop some key changes in there.
