Jolson performed the song in the cinematic landmark "talkie" film The Jazz Singer (1927). Toot, Toot Tootsie has been recorded by artists ranging from Judy Garland and Tony Bennett to Spike Jones, Mel Blanc, Brenda Lee, and rockin' rockin' Jerry Lee Lewis. LP : When Two Worlds Collide But if that is the song, I sure can't figure out how it would be connected with Western movie dance hall girls.
