I only heard an excerpt, again a sincere sounding apology but.... Something that didn't ring true. I personally could care less what his thoughts or language are. He stated however, that this situation was the first time he'd ever in his life used the N word. Come on. If you've never used a word, ever, it's not likely to just "pop" into your head. Same thing with the rest of his tirade. Thoughts like that don't just "pop" into your head, unless they've been there before. He stated he had lots of personal work to do. Uh Huh. Combine them, and you get the title of the song, PCP. Also, this is the last song on the album, so I think the last few lines are in the context of the album rather than the song. Yeah, his vocals may be good, but James Dean Bradfield is the most difficult to understand singer I've ever heard, which is unfortunate, considering Richey was one of the best lyricists in rock.
