These are the artists I have so far in my current library and am looking to expand. Also Richard Hawley (previously of the Longpigs and touring guitarist for Pulp) is one of the best British singer/songwriters of the decade. He's not really 'rock' per se (comparisons would be Roy Orbison, Johnny Cash and Scott Walker) so I don't think its quite what you're looking for but his songs are very lovely.
