What cities or towns have brought us an above average number of above average bands? :)

I think cities like London or New York should be a given simply because of the sheer number of people living - and thus bands forming - there ;)

Birmingham was arguably the birthplace of hard rock and metal music - Led Zeppelin, Black Sabbath and Judas Priest were all formed in Birmingham. Also, The Move, ELO formed there, and Steve Winwood, Nick Mason and Christine McVie were born there.
